Prof. Dr. Mohamed Sameh Amr

Prof. Dr. Mohamed Sameh Amr is the Founder and Managing Partner of Amr & Partners Law Firm. He is the Dean of the Faculty of Law, Cairo University, and a Professor of International Law at Cairo University. He is an Attorney-at-Law in Cairo, an Independent Arbitrator, and an Independent Consultant in Paris. Since his graduation from the Faculty of Law, Cairo University, he has worked in three complementary fields: Academia, Law Practice, and Diplomacy. CURRENT PROFESSIONAL ACTIVITIES - Member of the Egyptian National Council of Human Rights. - Member of the Appellate Body of the African Continental Free Trade Area (AFCFTA). - Member of the Board of Trustees of the Cairo Regional Center for International Commercial Arbitration (CRCICA). - Member of the International Centre for Settlement of Investment Disputes' Panel of Arbitrators and Conciliators. - Member of the International Chamber of Commerce Commission – Egypt (ICC). - Corresponding Member of The International Institute for the Unification of Private Law (UNIDROIT). - Board Member of the General Authority of Investment and Free Zones (GAFI). - Board Member of the Egyptian Highest Council of Antiquities. - Board Member of NXT Bank. EXPERIENCE IN THE FIELD OF ACADEMIA Prof. Dr. Amr has been a Professor of International Law at Cairo University since 2010. He started his academic career as an Assistant Lecturer at the Faculty of Law, Cairo University in January 1988 and subsequently a Lecturer in 1997 and Assistant Professor in 2004 until 2010 at the same university. He has also taught as a visiting professor at Sciences Po (France) and Verona University (Italy). Prof. Dr. Amr obtained his LL.M from Cairo University in 1989. He then completed his Ph.D. from the London School of Economics and Political Science (LSE) in 1997. An academic career spanning over 30 years has allowed Prof. Dr. Amr to teach courses in numerous other universities and institutions, such as: American University in Cairo (AUC), Ain Shams University, Egyptian Institute of Diplomatic Studies, Egyptian National Center for Judicial Studies, and the Institute of Arab Studies and Researches (Arab League). He has also supervised many LL.M and Ph.D. theses, and authored a number of publications in international law and the law of international institutional law. His fields of interest are especially: International Court of Justice (ICJ), United Nations (UN), Public International Law, International Investment Law, International Water Law, International Diplomacy, and International Cultural Heritage Law. EXPERIENCE IN THE FIELD OF CORPORATE LAW In his 35 years as a member of the Egyptian Bar Association, Prof. Dr. Amr has developed extensive experience in the practice of law. He has practical experience in many legal fields, such as commercial law, investment law, management, joint venture, franchising, banking and finance, companies' incorporations, structures and restructure of companies, mergers and acquisitions, securities, capital market, competition, public-private partnership, as well as trademarks and patents, tourism and services, and IPOs. He has been involved in drafting and negotiating many commercial, shareholders and loan agreements for Egyptian, foreign and multinational companies, allowing them to execute high-value deals. He has advised them on all aspects of doing business in Egypt and in the Arab region. Moreover, Prof. Dr. Amr has acted as a Legal Advisor for major transactions in Egypt, Sudan, Libya, Iraq, Algeria and Syria. He has also participated in drafting the Executive Regulations of the Egyptian Law of Competition and Antitrust (2006), Investment Law of Egypt (2017), amendments to the Companies Law (2017), amendments to the Capital Market Law (2017), amendments to the Financial Leasing Law (2017), and finally the Factoring Law (2018). Prof. Dr. Amr represented Egypt in drafting and negotiating a number of Bilateral Investment Treaties (BITs). EXPERIENCE IN INTERNATIONAL ARBITRATION Prof. Dr. Amr has acted as Co-arbitrator and Presiding Arbitrator in numerous domestic and international arbitration cases (institutional and ad hoc) in matters relating to construction, transfer of technology, agency, distribution, shareholders agreements, telecommunication, oil and gas, energy, real estate and business transactions. His arbitration experience as Arbitrator and Counsel covers the arbitration Rules of CRCICA, ICC, DIAC, DIFC-LCIA, QICCA, ADCCAC and PCA. Prof. Dr. Amr is a member of ICSID's Conciliators and Arbitrators Panel as well as the Arbitrators' Panel of the Egyptian Minister of Justice. He is also on the Arbitrators' panels of: CRCICA, DIAC, WIPO, QICCA, KLRCA, SCCA, SIArb and SHIAC. Finally, he was appointed as a member of a governmental committee established by the Ministry of Justice with a mandate to review the Egyptian Arbitration Law no. 27 of year 1994. EXPERIENCE IN THE FIELD OF DIPLOMACY Prof. Dr. Amr was appointed as Ambassador and Permanent Representative of Egypt to UNESCO from 2012 to 2016. He also served as the Deputy Permanent Representative of Egypt to UNESCO from 2000 to 2004. Dr. Amr was elected as the President of UNESCO's Executive Board for the mandate 2013–2015. Throughout his diplomatic career, Dr. Amr negotiated and participated in drafting a number of international conventions, declarations and instruments.
