Dr. Mohamed Sameh Amr

Founding and Managing Partner

Dr. Mohamed Sameh Amr is an Attorney at law, Founding Partner of Amr and Partners Law Firm, located in Cairo, Egypt. He is a Professor and the Chair of International Law, at Cairo University. Amr is a Board member of Faculty of Law, Cairo University.

Amr is an independent arbitrator as well as is acting as a legal advisor in the field of corporate law (Investment Law, Financing and Banking Law, Corporate and Commercial Law). Amr is a Board member of the Egyptian General Authority of Foreign Investment (GAFI) since 2017.

Since his graduation from Faculty of Law, Cairo University in 1987, Amr has worked in three complementary fields, which are Academia, Law practice and Diplomacy.

In the field of Academia, Amr is currently a Professor of International Law at Cairo University. He started his academic career as Assistant Lecturer at Faculty of Law, Cairo University in January 1988 and subsequently a Lecturer in 1997 and Assistant Professor in 2004 until 2010 at the same university.

He is also a visiting professor at SciencePo. (France) and Verona University (Italy).

As Academic for more than 30 years, he taught courses in other universities and institutions, such as: American University in Cairo (AUC), Ain Shams University, Egyptian Institute of Diplomatic Studies, Egyptian National Center for Judicial Studies, Institute of Arab Studies and Researches (Arab League). He also supervised postgraduate students (LL.M and Ph.D).

In the field of Corporate Law and Arbitration, Amr is a member in the Egyptian Bar Association. He has experience over 30 years in this filed since he joined Shalakany Law Office in 1987 as Associate. After obtained his Ph.D. degree, he re-joined the firm as Senior Associate then a Partner until 2005. In 2005, he established with others a law firm in Egypt (Arab Legal Consultants). In 2016, Amr established a new firm “Amr and Partners Law Firm” in Cairo (Egypt) and act as Independent Consultant in Paris (France).

Amr offered a comprehensive range of legal services in the field of commercial law, investment law, management, joint venture, franchising, banking and finance, companies incorporations, structures and restructure of companies, mergers and acquisitions, securities, capital market, competition, public-private partnership, as well as trademarks and patents, tourism and services, and IPO’s. He has been involved drafting and negotiation many commercial, shareholders and loan agreements. He helped Egyptian as well as foreign and multinational Companies to execute high-value deals and advised on all aspects of doing business in Egypt and in Arab region.

He acted as Legal Advisor for some major transactions in Egypt, Sudan, Libya, Iraq, Algeria and Syria.

 

Dr. Amr participated in drafting the Executive Regulations of the Egyptian Law of Competition and Anti-trust (2006), Investment Law of Egypt (2017), amendments to the Companies Law (2017), amendments to the Capital Market Law (2017), amendments to the Financial Leasing Law (2017) and finally the new Factoring Law (2018). Amr represented Egypt in drafting and negotiating a number of Bilateral Investment Treaties (BITs). In 2022, Dr. Amr was selected, among eminent practitioners, by the Egyptian Ministry of Justice as a member of the committee tasked with proposing possible amendments to the Egyptian Arbitration Law no. 27 of year 1994.

 

In the field of Arbitration, he acted as co-arbitrator and Chairman of arbitral tribunals in numerous of domestic and international arbitration cases (institutional and ad hoc) in matters relating to construction, transfer of technology, agency, distribution, shareholders, telecommunication and oil and gas. His arbitration experience as Arbitrator and Counsel covers the arbitration Rules of ADCCAC, CRCICA, DIAC, DIFC-LCIA, ICC and PCA.

In the field of Diplomacy, Amr served as Ambassador and Permanent Representative of Egypt to UNESCO 2012 – 2016. He also served as the Deputy Permanent Representative of Egypt to UNESCO 2000 – 2004. Amr was elected as the Chairperson of UNESCO’s Executive Board of UNESCO 2013 – 2015.

Throughout his diplomatic carrier, Amr negotiated and participated in drafting number of international conventions, declarations and instruments.
